Ricardo was a 2012-2013 RCMAR Scholar at the USC Schaeffer Center and a Health Economist. He currently is Chief Evaluation Office for San Diego County’s Office of Evaluation, Performance, and Analytics. Prior, he led the Policy Analysis Unit at the LA County Department of Public Health. He received a PhD in policy analysis from the F.S. Pardee RAND Graduate School, an MS in economics from the University of Texas in Austin, and a BA in economics from Tec de Monterrey in Mexico.
