USC Schaeffer Institute Statement on Academic Freedom

The mission of the USC Schaeffer Institute for Public Policy & Government Service is to shape creative policy solutions to pressing national and global challenges through rigorous, independent research and close engagement with public and private-sector leaders.

Research by Institute experts has been cited in 12 of the last 13 Economic Reports of the President, and informed debate about myriad topics. Across Administrations and political affiliations, policymakers and stakeholders rely on the Schaeffer Institute for rigorous research and expert opinion.

Schaeffer Institute experts hold a range of perspectives and viewpoints. Inherent in this diversity are a range of opinions. All opinions expressed by faculty, staff and students are solely theirs and do not represent the Schaeffer Institute.

Freedom to inquire, research and explore ideas are principles at the heart of all universities and upheld by the Schaeffer Institute and the University of Southern California.

Conflict of Interest Statement

The USC Leonard D. Schaeffer Institute for Public Policy & Government Service conducts innovative, independent research making significant contributions to policy. Institute experts pursue research spanning a variety of domains, including health policy and behavioral economics, with support from a variety of sponsors, including government, foundations, corporations, individuals and an endowment. At all times, the independence and integrity of the research is paramount, and the Institute retains the right to publish its findings. Funding sources are always disclosed, and the Institute does not engage in proprietary research. The Institute’s two flagship programs – the Leonard D. Schaeffer Center for Health Policy & Economics and the Leonard D. Schaeffer Fellows in Government Service – each produce annual reports that list their supporters.  

As is the case at many academic institutions, faculty associated with the Schaeffer Institute are often sought after for their expertise by corporations, government entities and others. At USC, these external activities are governed by the Faculty Handbook and the university’s Conflict of Interest in Professional and Business Practices and Conflict of Interest in Research policies. All outside activities must be disclosed via USC’s online disclosure system, diSClose, and faculty must adhere to all measures put in place to manage any appearance of conflict.
