Nonresident Senior Scholar Lowell Schiller provided oral comments at a U.S. Food and Drug Administration (FDA) public hearing regarding the Commissioner’s National Priority Voucher (CNPV) Pilot Program on June 4, 2026.
Schiller recommended that FDA establish clear rules or guidance outlining how products are selected for CNPV, how they are evaluated and the procedural guardrails governing reviews. Formalizing these practices would improve transparency into agency decision-making and provide greater clarity to product sponsors, making it more likely they participate.
