Schaeffer Senior Scholar Paul Ginsburg submitted comments to the House Committee on Ways and Means regarding H.R. 4093, the Apples to Apples Comparison Act of 2025. Ginsburg warned the legislation would undermine the Medicare Payment Advisory Commission’s (MedPAC) ability to provide independent advice to Congress by seeking to obtain analytic results more favorable to health insurers.
